For the technology-company Research Talent Hub, R&D activity means:

  1. Work in the natural or applied sciences that extends knowledge;
  2. Original, planned investigation carried out where there is a chance of new scientific or technical knowledge; or
  3. Before commercial production or use of any new or substantially improved material, device, product, process, system or service, applying research results or other knowledge to the plan or design for producing or introducing it.

In general, a project that seeks scientific or technological progress is R&D. Work that does not directly help resolve a scientific or technological uncertainty is not R&D.
